Acting Deputy Assistant Secretary
Office of Accountability and Whistleblower Protection (OAWP)
As Acting Deputy Assistant Secretary for the past fiscal year, Mr. Radway oversees and leads all operational aspects for OAWP, including the Investigations Directorate, Compliance and Oversight Directorate, Stakeholder Engagement (including Congressional interactions), and the Quality Division. Mr. Radway permanently serves as the Executive Director for the Investigations Directorate (EDI), where he oversees the intake, review, and investigation of whistleblower disclosures, allegations of misconduct against senior leaders, and allegations of whistleblower retaliation by VA supervisors. Prior to being named EDI, Mr. Radway originally joined VA as the Executive Director for the Compliance and Oversight Directorate, where he stood up the new Directorate and led OAWP’s teams that provide advice to the Secretary on areas of accountability; conduct non-investigatory reviews; and track and confirm VA’s implementation of recommendations from VA OIG, OMI, and GAO.
Prior to joining VA, as vice president of operations compliance at Healogics, Mr. Radway oversaw day-to day compliance activities at more than 600 advanced wound care centers at hospitals nationwide, and helped stand up a new department that met the seven essential elements of an effective compliance program. As vice president of compliance at Kindred Healthcare, Mr. Radway led compliance activities at Kindred’s largest division, with more than 40,000 employees nationwide and more than $2.4B in revenue. Prior to that, Mr. Radway prosecuted health care fraud cases with the United States Attorney’s Offices in D.C. and Miami, earning several special act awards and an award for investigative excellence from the Council of the Inspectors General on Integrity and Efficiency.
